PAS 2030:2023 is a specification for the installation of energy efficiency measures (EEM) in existing dwellings. It supersedes PAS 2030:2019+A1:2022, which will be withdrawn on March 30, 2025. The new PAS 2030:2023 will come into effect on March 30, 2025.

Key Aspects of PAS 2030:2023:

  • Scope: This PAS specifies requirements for the installation of EEM in existing dwellings only, no longer covering non-dwelling buildings. It includes requirements for installation processes, process management, service provision, installation methods, equipment, tools, product/material suitability, commissioning, and training/qualification of personnel.
  • Relationship with PAS 2035: PAS 2030:2023 is designed to be read and used with PAS 2035:2023. PAS 2035:2023 focuses on the design of EEM and dwelling assessment, while PAS 2030:2023 covers the installation aspects. The Retrofit Installer is expected to have a retrofit design conforming to PAS 2035:2023 before commencing installation.
  • Retrofit Project Management: The Retrofit Installer must confirm that a Retrofit Coordinator has been appointed as per PAS 2035 requirements and provide them access to work in progress for inspection.
  • Retrofit Design Validation: Before installation, the Retrofit Installer must validate that the retrofit design is complete and suitable for the dwelling through a pre-installation building inspection. If the design is deficient, clarification or a revised design must be obtained from the Retrofit Coordinator.
  • Installation Process:
  • Installation Method Statement: A location-specific installation method statement must be defined and recorded for each EEM to be installed, taking into account relevant standards and annexes.
  • Equipment and Tools: The Retrofit Installer must make necessary equipment available, maintain it, and ensure calibration records are kept.
  • Materials and Supplies: Procedures for checking, handling, and storing products and materials must be followed.
  • Operative Instructions: Operatives must be provided with product/system specifications, work instructions, installation methods, and relevant standards and information.
  • People (Competence): Procedures must be in place to determine and verify the vocational competence of operatives, provide training, and assign them to projects appropriately.
  • Briefing and Supervision: Briefings from the Retrofit Coordinator are required in specific situations (e.g., high-rise buildings, historic buildings, new materials), and continuous supervision is mandated in these cases.
  • Subcontracting: If work is subcontracted, the Retrofit Installer remains responsible for compliance with the retrofit design and the PAS.
  • Testing and Commissioning: The Retrofit Installer is responsible for arranging testing and commissioning of installed EEMs as specified in the retrofit design and providing results to the Retrofit Coordinator.
  • Handover: A handover procedure with the client is required upon completion, including explanation of function, operation, maintenance instructions, and relevant documentation.
  • Installation Control and Records: Documented procedures for installation control and record keeping (including photographic records of covered-up work) are mandatory.
  • Pre-installation Building Inspection: This inspection confirms the EEM can be safely and effectively installed, paying attention to moisture, fire safety, and existing services. It also reviews the suitability of the installation method statement and retrofit design, with any issues being referred to the Retrofit Coordinator.
  • Installation Change: Any proposed variations to the retrofit design or method statement require approval from the Retrofit Coordinator.
  • Process Continuity: A plan must be in place for transferring uncompleted installations to another Retrofit Installer in unforeseen circumstances.
  • Internal Audit and Corrective Action: Retrofit Installers must conduct annual reviews of their operating systems to confirm compliance with the PAS and take corrective actions for non-compliance.
  • Business and Financial Probity: Retrofit Installers must demonstrate financial stability and have adequate insurance to cover liabilities arising from product/system selection, design, detailing, or installation.
  • Service Provision: A documented complaints procedure is required for handling client complaints. Operatives must be instructed on how to interact with clients, especially vulnerable ones.
  • Claims of Compliance: Claims of compliance with this PAS relate to the processes and procedures used in EEM installation, not the quality or performance of the EEM itself31. Declarations of conformity are issued to the client and Retrofit Coordinator, with options for independent third-party certification, other party confirmation, or self-assessment32.
  • Measure-Specific Annexes: The PAS includes core requirements and normative measure-specific annexes (Annex B for Building Fabric Measures (BFM), Annex C for Building Services Mechanical (BSM), and Annex D for Building Services Electrical (BSE)) with supplementary requirements for each EEM type.
